Running Quarantine as an Administrator should take care of this issue. You can do so by right-clicking on the .exe file and selecting "Run as administrator":
[drive:]\SteamLibrary\steamapps\common\Quarantine\Quarantine.exe
An easier route would be to create a desktop shortcut, and then right-click on it and run as administrator. The developer has identified this issue and will be fixing it in a future version of Quarantine.
