While there are stealth elements (take downs from behind, shooting out security cameras), the game is primarily an action FPS and more fun when you go guns blazing!
Civilians and guards can be screamed down and ziptied, without harming them.
The small hits are supposed to be done fast, stealth is a valid/much needed option, but sometimes it’s not possible. Arrival of police or SWAT units is a risk, that players don't want to take (but often can’t avoid). Big heists are complicated and the conflict is eminent there, although stealth is often the only key to overall success.
It’s a multiplayer shooter game, so it’s primary about shooting. Stealth can give players some exploration or tactical advantage to give players a slightly bigger chance for success. Few story missions have mandatory stealth, but failing them will not stop the campaign, just give you less favorable options.
